The whole Academy gets to vote on many of the categories but for the foreign films, there are other requirements.


True enough...they can't vote for this category unless they've seen ALL the films.

The clips don't do it for me either - but I didn't see the movie.  Seems a bit amateurish in the clips though....BUT she has the OSCAR!  ;D
