It's like there was supposed to be the spoken dialogue soundtrack, but that was lost, and there were no intertitles, so they added subtitles.

It was assumed that ALL of the 1929 soundtrack was lost, but "the Library of Congress has preserved many of the original Vitaphone discs, and those have been used as source material for the sound on this laser disc version. Unfortunately, some of the sound discs have been lost, and this laser disc presents those portions of the film with subtitles which have been derived from the original production's continuity script."

Then the show became VERY popular, so they were able to not-quite-successfully interpolate some of the themes from the musical into the movie score.
