To my knowledge, it's a complete misnomer, DR Jrand62. Vienna is the big thing in Chicago dogs, not NY ones. But maybe that was a little different back then? No idea. Nevertheless...they are forgiven!

But now that I look at the sign, "New York Style" and "Vienna" are two separate elements. So, they could certainly have served a hot dog in the style of a New York one (with the cooked onions-in-sauce thing, for instance?), but using Vienna brand wieners. That would work.
