2. The original arranger of these charts who, while paid a goodly amount by two different men's choruses to write an evening's concert, never once considered the need for a piano rehearsal score that might fill out missing instruments
But was he contracted to provide such a score?
I ask becasue my government dealings often involved the government refusing to contract for what we deemed "necessary items"; so, often the company gave them just what they paid for.
I, in fact, caused a huge ruckus when I refused to bid a contract per government direction - I told the Big G, you don't buy what I think is essential to your sucess in using our product, I will not sell you the product!
My management's position was to go ahead and put in the lower bid and then when the government found themselves up the inevitable creek, put in a proitable change order.
My position was that such scenarios are what give Aerospace companies the reputation of always over-running contracts.
After much yelling and screaming on both sides, I won!
The ultimate result was that when I proposed it as necessary, the Government bought it; and when the government contracted with me, I never over ran!
