Not sure what the water heater outside is all about.

In temperate climes water heaters are often installed outside (particularly in the absence of an unfinished basement) to minimize the catastrophe of water leaks. Outside installation is also advantageous in earthquake prone areas because the gas lines to water heaters are usually the first to go.
