I dreamed I was in the  backyard of our church  and I noticed that there was a kid  who was apparently drowning in our built in pool  (our church does not actually have a pool  of any sort) and a bunch of people were standing around just watching

When I walked up they said "Oh good - we were were waiting for a Council member to come so we could find out whose job it is to get the kid out of the pool"

To which I reply  (like an idiot) "Ia m not sure I have the authority to unilaterally make that decision , I will have to bring it to bring it up at the next Personnel meeting"

But then I re-considered and announced that I would jump in and get the kid - but then we all got into a conversation about whether the Child Protection Policy meant that  someone else who have to  jump in with me so that I would not be alone in the pool with the kid and whether grabbing the drowning kid and pulling him out of the pool would involve inappropriate touching 

I don't think I need  Jack's Dreamomatic for this one -  I am clearly frustrated that people are not taking incentive  and  action on their own and that  so may crucial things are not getting done because of being bogged down in rules and regulations

That was how my Papa cooked  - I am so sorry I didn't  just  go over and watch him cook more often

Yeah, and it's how I cook at lot, too. But I can't do that in a cookbook.
