All of his fellow Port Authority cops die off until it is just two of them, so I keep waiting for the other guy to die, so that Cage can be the last person to be rescued.

The rescuers find them and pull them both out, but technically they bring Cage out last. But then over the closing credits it says that these two guys were the 18th and 19th of 20 people pulled from the rubble. So, it was never about the last guy, but the next to the last guys.
