Don't know about the new song count, but there's definitely a second movie for Act II. As I recall, Schwartz said the problem was that Defying Gravity was designed as the Act I closer. In film, they just couldn't figure out a way to keep going past it without it being such a letdown. (He explained it better than that.) I imagine requiring an intermission wasn't feasible since two movies would be more lucrative.

I don't know why it couldn't have had an intermission - many, many movie musicals did - The Sound of Music, West Side Story, Finian's Rainbow, Sweet Charity, plus all the roadshow movies had intermissions.
